Introduction to Qingdao North International Education University
and its International Education Cooperation Mode
I. Overview
For a long time now, there have been no thorough solutions to a
number of problems for Chinese students to study abroad in the
traditional mode, who lack corresponding reliably instructions and
ensured management abroad, and some problems and phenomena even
caused severe troubles and dangers to Chinese students who study
abroad. In order to settle a number of malpractices for Chinese
students to study abroad upon graduation from senior middle school
fundamentally, change the current situation of Chinese students’
study abroad thoroughly and set up a strategic development of
international education suitable for current conditions of China and
catering the needs of China’s construction and development, Qingdao
North International Education University was officially established
after the tremendous preparation and preliminary running of one year
since 2000. Qingdao North International Education University is
located in scenic Qingdao Laoshan Liuqinghe Beauty Spot, covering a
land area of approximately 110mu, with the floorage of approximately
25000m2 and well-equipped infrastructure, and serves as an
international institute for international higher education and
available for 1600 international students, in which the Sino-foreign
cooperation education projects rank first nationwide in the
Sino-Russian international education cooperation field.
In Sept. 9, 2004, the strategic development mode of international
education implemented by Qingdao North International Education
University, i.e. the Sino-Russia Joint Undergraduate Cultivation
Project, was concluded into the Minutes of the 5th meeting of the
Committee of Educational, Cultural, Health and Sports Cooperation by
and between Chinese and Russian Governments and Qingdao North
International Education University was listed into the group of
government project implementation units under key support and
supervision of Ministry of Education of China and that of Russia. On
Sept. 15, 2005, the project theme meeting of Ministry of Education
decided to conduct the uniform file management, uniform diploma
authentication and uniform dispatching certificate issuing to
students enrolled in the project. Until now, the international
education TPT project of Qingdao North International Education
University has evolved into a state-level Sino-Russia joint
undergraduate cultivation project and been under a prosperous
development under the key support of Ministries of Education of both
countries. In 2008, Qingdao North International Education
University will explore the new international cooperation fields and
especially devote efforts to the international education cooperation
with English countries in Europe, the U.S., Australia and others.
II. Introduction to International Cooperation Mode of Qingdao
North International Education University
Nowadays, what we are facing is such a society and times featured
by the global economic integration and the coming era of knowledge
economy. Just like the manufacturing of many products is all over
the world more than done in only one country, our education is
entering an era of close international cooperation. The
manufacturing of products becomes more specialized, more efficient,
more capable of fully utilizing resources and more segmented via
division of labor; in this way, the eventual fruit is an
internationalized outstanding and even superb work.
Similarly, as for our international education, the highly efficient
concerted cooperation between both countries and the powerful
combination and advantage complementation of educational resources
in both countries enables the division of labor in our teaching and
management for international education to be more segmented, more
scientific and higher, and the arrangement of our major course
portfolios to be more scientific, more target-oriented and more
grouped on the basis of being fundamental and systematic; in this
way, eventually what we obtain is an internationalized outstanding
and even superb education work.
It is based on such thought, Qingdao North International Education
University conducts the close cooperation with Ministry of Education
of Russia and Russian universities in international university and
has implemented and advanced the elaborate international education
TPT project for joint undergraduate cultivation by China and Russia
at present, of which the objective is to build up a gold brand of
state-level Sino-Russia joint undergraduate cultivation project by
dint of the combination of education resources in these two
countries and the concerted cooperation by and between both
countries.
Ever since 2002, Qingdao North International Education University
has been dedicated to the close cooperation with Russian Vladivostok
State University of Economics and Service (VSUE) (Russian:
Владивосто́кский госуда́рственный университе́т эконо́мики и се́рвиса,
ВГУЭС) in international education TPT project. TPT means Two Plus
Two, i.e. the students as freshman and sophomore study in China,
with Russian teachers to teach the Russian curriculum system and
Chinese students to assist with Chinese, and go to Russia in the
third and fourth years, granted with Russian State Degree of
Bachelor and undergraduate diploma upon completion of undergraduate
study in four years home and abroad. The merits and advantages of
such Sino-foreign international study education mode lie in:
1、Reasonably solve the three transitions necessary for the Chinese
students, that is, the transition from the middle school study to
the university study (foreign study), the transition from the
Chinese native language culture to the Russian language culture, and
the transition of survival education from the domestic study and
life to the foreign study and life. These three transitions lay the
necessary foundation and make the necessary preparation for the
Chinese students graduated from the middle school, in terms of the
survival knowledge and the learning ability cultivation, ideological
and psychological quality necessary for the students’ study and life
in the foreign country.
2、Strong advantage in teaching. Introduce the teaching materials
and invite the foreign visitor teachers from the foreign country,
and combine with the Chinese support and native language guidance
from the Chinese teachers. The grammar will be taught by the Chinese
teachers and the foundation courses will be directed and helped by
the Chinese teachers, which can ensure the students’ learning
efficiency and lay the solid foundation for their study in the
latter two years. Going abroad for study after graduating from the
senior high school is incomparable with this. In the past, the
students going abroad usually needed one or two years’ study of
preparatory courses. However, a large amount of investigations
suggest that such students can not adapt themselves to the main
teaching though they have finished the preparatory courses, which is
the core problem to be solved in the TPT teaching. TPT teaching
adopts the international advanced modern teaching mode. The
multi-media network classrooms and the well equipped computers are
the daily basic learning tools of each student. The language course
chooses the indoor and outdoor scene teachings and the foreign
teachers are available all the day, which enables the students to
adapt themselves to the environment gradually. In the two years at
home, the teaching of foreign language well integrates with the
pubic foundation courses and the specialty foundation courses, and
the foreign and Chinese teachers join hands in the teaching, which
enables the students to be equipped with the ability to have the
classes together with the foreign students. The two years’ domestic
study well integrates with the two years’ foreign study, so that the
students can complete the four years’ undergraduate course
gradually, continuously, systemically and completely. In the
meantime, in this process, the students will learn one or two
foreign languages and learn Chinese and foreign cultures which are
greatly different. Furthermore, the present international education
attaches great importance to laying foundation for the lifelong
development. This will lay the solid foundation for our students to
establish their causes and exert their roles in the international
affairs and their careers in different fields in future.
3、Ensure the management of foreign study and education of both
China and foreign country, establish the adaptability and
economization for the Chinese students studying abroad and their
parents. China has her own unique situation and social cultural
background. On one hand, the completion of foreign study will be not
ensured if without the education and management suitable for the
Chinese students or the special guidance and transition aimed at the
Chinese students. On the other hand, the Chinese and foreign
combined education, through the school-to-school cooperation between
the two countries’ education institutions, and through the
whole-process joint management to the four years’ study from the
admission to the graduation, provides the support and assurance for
the Chinese students and their parents, lays foundation for the
standardization and long-term development of the education
cooperation between China and Russia.
In the past, it took at least five years for the students to
complete the undergraduate course at abroad, which costs quite a lot
in terms of both the time value and the economic cost. Now the TPT
mode will limit the time within four years, which not only improves
the teaching quality and effect, but also reduces the economic
burden of the students and their parents. Moreover, this will save
one year’s opportunity cost for the students. One year is of great
importance for the development of each student.
III. Necessity and Prospect of Development of International
Education Cooperation Mode of Qingdao North International Education
University
Through the mode that the country where the students are cooperates
with the country where the student will go for study, Qingdao North
International Education University improves and optimizes the
foreign education fundamentally. The advanced international
education resources need to be optimized and integrated according to
the situations of the Chinese students studying abroad and the
situations of China and China’s education, so that the students
could accept the genuine scientific and reasonable international
education. In the meantime, the foreign education is put under the
all-process assurance and management, which is really beneficial to
the Chinese students studying abroad and their parents.
As a large developing country being rising and increasingly
powerful, China adopts that “Invigorating China through Science and
Education” as one of the basic state policies. It is urgent for
China to introduce the international advanced concepts and the
international quality education resources to develop China’s
education positively. On the other hand, China is a large country
with outstanding education culture and tradition and she has her own
new strong modern awareness and management experience. In the
meantime, in addition to the broad economic market, China has the
broad education market as well. All these lay the solid foundation
for the Chinese-foreign cooperation, and establish the precondition
and background for the nice future and common development of
China-foreign education cooperation.
Since the international study program was established in 2002, by
2008, Qingdao North International Education University has become an
international students’ university with 1600 odd students at school.
In future, we will follow the philosophy that “specialize and
strengthen first, then expand and develop” to boost this classic
international education program to a new height!
In these years’ practice of China-Russia international education
cooperation, both the Chinese and foreign parties have accumulated
rich experience and made fruitful achievements in both the teaching
cooperation and the overall management. With regard to both the soft
environment and hardware conditions, we always follow the philosophy
that “specialize and strengthen first, then expand and develop” to
keep them at a certain height. China’s Qingdao North International
Education University was regarded highly in many great foreign
activities, including the visits of delegations of foreign
universities and foreign ministry of education, and the inspections
of China’s competent authorities. Following the development
philosophy that “elaborately build the brand of China-foreign
education cooperation”, expanding gradually, developing steadily,
and pursuing and acquiring the social support and government foster,
our cause of China-foreign education international cooperation
surely will be better and better, and more and more influential.
Qingdao North International Education University is located in the
beautiful Laoshan Liuqinghe Scenic Spot, backing against the green
mountain and facing the blue sea. Standing on campus, you will be
deeply impressed with the amazing and fantastic landscape. As a
new-type coastal international metropolis, the beautiful Qingdao
possesses the huge urban intangible assets. All these have built a
good starting platform and development foundation for our
international education program. Qingdao North International
Education University regards the integration and optimization of
modern international education resources, construction of most
advanced international education and cultivation of most outstanding
internationalized Chinese as her own tasks, and she surely will make
due contributions to the present and future cause of international
education cooperation.
